Support Line for Offer Qualification

The Support Line for Offer Qualification (SLOQ) is a Financial Instrument provided by Turismo de Portugal (TdP), in partnership with the Banking System, aimed at supporting tourism companies of any size, nature, and legal form.

This line is intended for the following types of projects:

Redevelopment and repositioning of establishments and activities related to the defined economic activities (including expansion);

Creation of establishments and activities related to the defined economic activities, provided they are implemented in low-density areas;

Entrepreneurship (establishments, equipment, or leisure activities – NACE Groups 931 and 932 – and services associated with the tourism sector, with a particular focus on those based on technology).

With this, the LAQO offers financing for up to 15 years, including a maximum grace period of 4 years, requiring 20% in Equity. The remaining 80% is shared between Turismo de Portugal and the Credit Institution in the following proportions:

For PME’s:

  • 40% by Turismo de Portugal.
  • 60% Credit Institution.

Special Projects (1):

  • 40% by Turismo de Portugal.
  • 25% Credit Institution.

Internationalization Via E-commerce

The Internationalization Via E-Commerce support is part of Component C16 – Enterprises 4.0 of the PRR and aims to promote e-commerce for SMEs that seek to:

-Start their export process (new exporters);

Increase the international sales volume of companies that already export (more markets).

The support granted covers 50% of the project amount and is provided in the form of a non-repayable incentive (grant).

The projects are divided into 2 types and have the following investment ranges:

  • New exporters – projects with an investment between €10 000 and €25 000;
  • More markets – projects with an investment between €25 000 and €85 000.

The projects must include a direct presence on online channels, specifically the creation of their own stores and/or joining marketplaces, as well as the development of online promotion campaigns.

The budget allocation is €12 million, divided between the two application phases:

  • 1st phase: applications from 24/08/2023 to 15/09/2023 for all companies that completed the Diagnostic between August 24, 2022, and June 30, 2023;
  • 2nd phase: applications from 16/09/2023 to 20/10/2023 for other candidates with a Diagnostic completed on or after August 24, 2022.

Seller Finance – The Solution

The operations of buying and selling companies are often compromised either by the difficulty of granting loans by banks (operation financing) or by the behavior of investors who, in the face of uncertainty, put their investments on hold.

Seller Finance is the way used to overcome the difficulty in granting credit and is nothing more than the seller of the company playing the role of the bank, thus granting credit to the buyer, allowing them to pay part of the acquisition operation over a defined time horizon and with a guarantee (e.g., bank guarantee in the amount not paid at the time of acquisition). This strategy allows the buyer to have only an entry amount, which usually varies between 25% and 50%, paying the remainder with the flows generated by the acquired company.

Business Brokerage

The topic of Business Brokerage is still unknown to many of us, but if we talk about buying and selling companies, it is certainly familiar. Companies or social participation (quotas or shares) have always been bought and sold through the company’s lawyer or accountant, statutory auditor, etc. A few years ago, the first entities dedicated exclusively to advising on the purchase and sale of companies began to emerge in Portugal, a trend that is increasing.

The activity of Mergers & Acquisitions, as well as Business Brokerage, is nothing more than business intermediation carried out by professionals who provide sellers/buyers with all the necessary support for the sale of the company, capital opening, or acquisition of other companies, from structuring the operation (definition of sale value and conditions) to searching for potential buyers/companies for sale (qualifying them) and closing the operation, always ensuring maximum confidentiality.

One of the main concerns of sellers is confidentiality, as the idea of selling a company in times of crisis is always associated with bankruptcy or difficulties, which is not always true. In most cases, the motivations for selling a company are due to: partner disagreements, succession problems, or the need to finance other operations.
