Type of funding: Non-repayable grant.
Eligible investment: over €10,000 and up to €300,000.
Support rate: 50%.
Total allocation: €884,943.38.

Objective

This support aims to stimulate the creation and development of non-agricultural activities in rural areas, promoting job creation and the diversification of the local economy.

Investments related to tourism and tourist activities, local commerce, and local services are covered, contributing to the economic revitalization of rural territories.

Eligible projects

Projects aimed at the creation and development of non-agricultural activities may qualify, provided they meet the applicable eligibility conditions.

Project eligibility depends, in particular, on:

  • Eligible investment over €10,000 and up to €300,000;
  • Development of an economic activity within the eligible CAE codes;
  • Compliance with the legal conditions necessary to carry out the activity;
  • Tax and social security obligations up to date;
  • Sound economic and financial situation;
  • Professional capacity appropriate to the activity to be developed.

In the selection of applications, the following factors are valued:

  • Size of the eligible investment;
  • Project maturity;
  • Location of headquarters or tax domicile;
  • Internal rate of return of the project;
  • Job creation;
  • Investments that use or add value to by-products or waste in the production process.

The call covers investments located in the GAL ADER-AL intervention territory, in the municipalities of:

  • Arronches;
  • Campo Maior;
  • Castelo de Vide;
  • Crato;
  • Elvas;

The call for proposals is now open to support investments that promote the creation and development of non-agricultural activities in rural areas, within the intervention territory of GAL Terras Dentro.

This support aims to boost the rural economy by promoting employment, tourism, local trade and local services.
Application period: from September 21, 2026 to November 30, 2026, until 5:00 PM.
Beneficiaries: Individuals or legal entities, provided they are SMEs.
Type of funding: Non-repayable grant.
Eligible investment: over €10,000 and up to €300,000.
Support rate: 50%.
Maximum implementation period: 24 months, counted from the electronic and authenticated submission of the acceptance term.

Total budget: €657,896.45.

In the selection of applications, the following factors are valued:

  • Female entrepreneurship;
  • Eligible investment below €150,000;
  • Activity falling within the CAE codes prioritised by the call for proposals;
  • Training, professional experience or specialised technical support in the project area;
  • The company’s tax domicile within the intervention area of GAL Terras Dentro;
  • Investments in renewable energy or technologies for efficient resource use;
  • The project’s internal rate of return;
  • Investments aimed at obtaining quality certifications;
  • Creation of new jobs.

The call covers investments located in the parishes within the intervention territory of GAL Terras Dentro, in the municipalities of:

Small Investments in Bioeconomy and Circular Economy

A call for applications is now open to support investment projects in the agro-industrial sector, bioeconomy, and circular economy, promoted within the territory of GAL ADL Litoral Alentejano.

Application date: from July 20, 2026, to October 23, 2026, until 5:00 PM
Beneficiaries: Individuals or legal entities active in the processing of agricultural products, bioeconomy, or circular economy
Type of funding: Non-repayable grant
Eligible investment: over €10,000 and up to €250,000
Support rate: 50%, which can reach 55% for investments that contribute to improving environmental performance
Maximum execution period: 24 months
Total budget: €262,500

Objective

This support is intended for the creation of new agro-industrial units, the modernization of existing agricultural product processing units, and the development of bioeconomy and circular economy projects.

The aim is to strengthen production capacity, economic viability, and company efficiency through the adoption of more sustainable practices, technologies suited to the local scale, and solutions that add value to raw materials, by-products, and waste.

Eligible projects may include:

• Creation or modernization of agro-industrial units;
• Investments in the processing of agricultural products;
• Development of bioeconomy and circular economy activities;
• Valorization of by-products and waste in the production process;
• Installation of equipment for the production or use of renewable energy;
• Investments that improve the environmental performance, efficiency, and sustainability of the activity.

Intervention area

The call applies to the municipalities of Alcácer do Sal, Grândola, Odemira, Santiago do Cacém, and Sines.

Tourism Microcredit Line for the Interior – Investments up to €50,000

The Tourism Microcredit Line for the Interior is now available, designed to support investment projects promoted by tourism micro and small enterprises located in low-density territories.

Beneficiary companies: Micro and small enterprises in the tourism sector and associated activities;
Intervention area: Low-density Interior territories;
Type of financing: Interest-free loan;
Support rate: Up to 90% of eligible investment;
Maximum support amount: €30,000 per company;
Maximum eligible investment: €50,000;
Repayment term: 7 years;
Grace period: 24 months;
Budget allocation: €15,000,000;
Applications: Continuous, until the available allocation is fully utilized.

Objective

This line is intended to support the creation, growth, and expansion of tourism micro and small enterprises, contributing to the reinforcement of business competitiveness and sustainability, the qualification of the tourism offer, and the economic development of low-density interior territories.

Eligible companies

Micro and small enterprises operating in tourism areas can apply, namely:

• Tourist accommodation, hotel establishments, rural tourism, and local accommodation;
• Restaurants and beverage establishments;
• Campsites and caravanning parks;
• Travel agencies, tour operators, and reservation services;
• Tourist entertainment and land passenger transport;
• Car rental;
• Shops with history and establishments dedicated to the sale of local or regional products, certified or with a seal of authenticity.

Financial support

Support is granted through an interest-free loan, corresponding to up to 90% of the eligible investment, with a maximum limit of €30,000 per company. Financing is granted for a term of seven years, including a 24-month grace period.

There is also the possibility of converting up to 30% of the granted loan into a non-repayable incentive, up to a maximum amount of €9,000, provided that the targets defined for the investment’s cruise year in terms of turnover, gross added value, and jobs are met.

Financing example

In an investment project of €33,333, the company can secure 10% through equity or other financing sources, corresponding to €3,333, and obtain €30,000 through the Tourism Microcredit Line for the Interior.

If the contracted targets are met, up to €9,000 of the financing can be converted into a non-repayable grant.

Eligible expenses

The following expenses, among others, may be considered eligible:

• Studies and projects, up to a limit of 10% of total eligible expenses;
• Construction, requalification, and adaptation works;
• Acquisition of goods, equipment, hardware, and software;
• Interventions to improve physical and communicational accessibility;
• Marketing and commercialization actions for the offer;
• Sustainability certifications and recognition of local or regional products;
• Specialized consultancy for defining sustainability strategies;
• Training and capacity-building actions associated with the project;
• Intervention of external certified accountants in the development of the application.

Eligibility conditions

Projects must present an investment equal to or less than €50,000, cannot have started at the date of application — except for studies and projects — and must demonstrate financial viability. When applicable, investments must also be approved by the competent entities.

After the financing is approved, the project must start within a maximum period of six months and be completed within a maximum period of 18 months.

SICE – Productive Innovation – Low-Density Territories and Other Territories

The call SICE – Productive Innovation – Low-Density Territories and Other Territories is now open, aimed at supporting innovative business investment projects carried out by SMEs.

• Application period: from June 15, 2026 to September 30, 2026
• Balcão 2030 reference: MPr-2026-6
• Beneficiary companies: Micro, Small and Medium-sized Enterprises (SMEs), of any nature and under any legal form
• Type of funding: Non-repayable incentive — grant (ERDF)
• Eligible investment: between €300,000 and €25,000,000
• Maximum implementation period: 24 months
• Total allocation: €182,500,000

Objective

Support is intended for investments that enable the creation of new goods or services, significantly improve existing production, or implement new manufacturing, logistics, distribution, organisational or marketing processes. The aim is to strengthen SME competitiveness through innovation, knowledge transfer, digitalisation and productive modernisation.

Eligible projects

Eligible initial investment projects include:

• Creation of a new establishment;
• Increase in the capacity of an existing unit;
• Diversification into products or services that the company did not previously produce or provide;
• Substantial change in overall production or service delivery processes;
• Creation of a new establishment or diversification within the scope of a new economic activity.

The call prioritises projects with technological product or process innovation, marketing innovation and organisational innovation, including the upskilling of human resources and investment in training and professional development.

Eligible expenses

Eligible expenses may include, among others:

• Machinery, production equipment and related installation costs;
• IT equipment and the software required for its operation;
• Off-the-shelf software or custom-developed software;
• Patents, licences, technical know-how and technology transfer;
• Engineering services, studies, diagnostics, audits and technical reports;
• Costs for expenditure validation by certified accountants or statutory auditors;
• Construction of buildings, refurbishments and other works in the tourism and industry sectors, within the applicable limits.

Geographical area and support

The call covers the NUTS II regions North, Centre, Lisbon, Alentejo and Algarve. In low-density territories, support rates may reach 50% for medium-sized enterprises and 60% for micro and small enterprises in the NUTS II Alto Alentejo and Beiras and Serra da Estrela.

In the remaining territories, the base rate ranges between 25% and 30%, and may reach 35% for medium-sized enterprises and 45% for micro and small enterprises in Alto Alentejo and Beiras and Serra da Estrela. In low-density territories, additional uplifts may also apply, associated with the climate transition, the creation of qualified employment and SME capitalisation.

Project indicators

Supported projects must contribute to the introduction of innovations in the company, job creation — including qualified employment, increased turnover, improved value added per worker and, where applicable, strengthening export intensity.
